The only time there has ever not been a deficit was after Andrew Jackson stole the lands from the Five Civilized Tribes and sent them off on the Trail of Tears and sold the land they had cleared to future slave plantation owners for $1.25 an acre. Incidentally, the Black Wall Street prosperity in Tulsa in the early 1900's was the result of Black people having some capital to invest: The Feds ordered the Okalhoma Indians to free their slaves and pay them reparations. That 4.2% isn't as simple as it used to be. Plus, why would you give any administration credit for the economy? It was never going to stay that bad. Of course it was always going to rebound quickly.
