Born in the USA of parents who have been legal citizens for at least 20 years before making babies.

This seems like a decent definition of what citizenship is regardless of country. As for what it should be, if we use that definition as a base it would be someone who contributes in a measurable way to the output of a given defined nation/country. As for the "anchor babies", I know that the law enables this to be reality. However, in this case I would support a measure where the parents are given the option to go back to ____ or start the legal process of becoming a citizen.
