So, by your thinking, every time a hurricane kills someone, it's that state's fault because they didn't have the proper "regulations' in place because some buildings didn't make it and someone perished? How about  tornados? What about the Santa Anna winds causing high lines to cross , short, start fires and wipe out complete towns? How about mudslides? Avalanches? Then we've got earthquakes...O.M.G.
