crazyhole Posted November 22, 2020 Share Posted November 22, 2020 Its based on congressional districts for each EC vote allocated by house seat. State wide vote determines the 2 senate based votes. Its a bit closer to the intent of the founders than winner take all, but generally speaking its irrelevant. If every state did it this way, you'd basically always have a republican president.
