Maine 2nd District and Omaha Nebraska

Its based on congressional districts for each EC vote allocated by house seat.    State wide vote determines the 2 senate based votes.   Its a bit closer to the intent of the founders than winner take all, but generally speaking its irrelevant.   If every state did it this way, you'd basically always have a republican president.

What would be fair would be for each state legislature to pass a law ending the absurd "winner take all" rule for allocating Electors and their votes.  The parties refuse to do this because it makes their paying for their campaigns more expensive and more complicated.
