Carter had sanctions against Iran following the hostage taking, and there were restrictions to entering or staying in the US imposed on Iranian citizens.

 

But no ban on Shiites.

Carter acted against Iranian nationals, not an entire religion. I don't see acting against a religion as being racist, rather some sort of religious phobia.
