At one point in my life, I was registered to vote in four counties in two different states; a function of having graduated college and moving twice during the two year span between elections. (I voted once, at my then-current address). later in life, I was registered in three different counties in Illinois, for similar reasons. more registered voters than eligible citizens just means that people move.
