Bush claiming there was absolute certainty when he had seen NIE's containing degrees of uncertainty and doubt WAS a lie.... that's just English grammar.

why did a majority of democrats vote against the use of force if THEY believed it?


Show us a list of Democrats that saw the intel and said it was a "lie"...

He agreed to inspections and to give up his weapons program.

He refused to cooperate...

It was up to the UN to determine whether or not Saddam was in violation and what to do about it. Not Bush. That's why Tony and Dubya wanted a second resolution to 1441, they didn't get it but went ahead with illegally invading Iraq anywaus
